Aspects of civil control over the SKW activity
Minister of National Defence
- specifies the directions for SKW activity in the form of guidelines,
- in the event of appointment of the Minister Coordinator of Secret Services, specifies the directions of activity in agreement with this Minister.
Guidelines:
- consulted by the Board for the Secret Services – body issuing opinions and providing advice to the Council of Ministers,
- consulted by the Sejm Committee for Secret Services,
- approved by the president of the Council of Ministers,
- passed to the President of the Republic of Poland along with the opinions of the MND.
Planning of SKW activity
Head of the Military Counterintelligence Service
- based on the MND guidelines develops SKW action plan for the subsequent year,
- presents the yearly action plan to the minister of National Defence for approval (3 months before the end of calendar year at the latest),
- the action plan is consulted by the Board for Secret Services.
Reporting on SKW activity
Head of the Military Counterintelligence Service
- Each year until 31 March, presents to the President of the Council of Ministers and to the minister of National Defence for approval report on SKW activities and meeting the budget for the previous calendar year,
- the report is consulted by the Board for Secret Services – body issuing opinions and providing advice to the Council of Ministers,
- the report is consulted with the Sejm Committee for Secret Services.
Minister of National Defence submits to the President of the Republic of Poland the guidelines specifying the SKW, directions of activities, approved SKW action plans for the subsequent year and reports on SKW activities and meeting the budget for the previous calendar year, along with the opinions given by the Board for Secret Services.
The Head of SKW promptly submits to the President of the Republic of Poland information which may be significant for the security and international position of the Republic of Poland.
