Body competent for the supervision over the system of protection of classified information in the relationships of the Republic of Poland with other countries or international organisations, including the issuance of documents authorising to access classified information of the North Atlantic Treaty Organisation, the European Union or the European Space Agency, is the national security authority (NSA) whose role is played by the Head of the Internal Security Agency (Agencja Bezpieczeństwa Wewnętrznego) (ISA).
In relation to the entities referred to in Article 10(2) of the Act, the Head of ISA plays the role of the national security authority through the Head of SKW. The scope, mode and manner of collaboration of the Head of ISA and the Head of SKW with regard to performing the function of the national security authority by the Head of ISA are specified by the
Regulation of the Prime Minister of Poland of 4 October 2011 on collaboration of the Head of the Internal Security Agency and the Head of the Military Counterintelligence Service with regard to performing the function of the national security authority.
In order to perform the function of the national security authority, including, i.a., the correctness of protection of classified information in the relationships of the Republic of Poland with other countries and international organisations and to ensure uniformity of the system of protection of international classified information in civilian and military matters, the Head of ISA signed on 31 December 2010 the
"Guidelines for handling international classified information".
In the event it is necessary to confirm to the foreign entities that Polish citizens are capable of protecting classified information of NATO, EU or ESA, the Head of ISA issues certificates in English (NATO/EU/ESA Personnel Security Clearance Certificate). Applications to issue

UE/
ESA PSCC for persons under statutory competences of SKW shall be submitted to the Head of ISA – through the Head of SKW – in accordance with the model
form.
Transfer of classified information beyond the borders of the Republic of Poland (to foreigners, foreign companies/organizations) is governed by international agreements, including bi- and multilateral agreements which cover the protection of exchanged classified information (
list of agreements).
In the case of expected access to classified information for the purposes of international visits, the so-called
"Request for Visit" (RfV) procedure is implemented, under which the Head of ISA confirms the data included in the requests for visit abroad, related to access of Polish citizens to international classified information, and grants consent for access of Polish citizens to classified information in the territory of the Republic of Poland.
